Why does the parking brake pedal not release?
When you apply the parking brake it will hold itself to the distance you push it. If it does not do this the first time you push it thats because it was applied afterall and is now released. If that all fails pull up on the parking brake pedal it may not have enough spring tension to return it to the fully retracted off position.

If you look under the dash at the parking brake there is one wire on a connector going to the parking brake. If you remove this wire the light should go off and the chime no loger sound. This is not a fix it will just save you money until you want to repair it. Its not illegal or anything.
