It’s not the same as an “E” or the first C15’s (6nz) there is absolutely no power above 1500 and running one there will do nothing but burn fuel. You say it’s getting hot but you never said what the temp is.

Downshift until you are pulling under 20 PSI on the manifold pressure and have your RPMs over 1600, this will cause the fan to spin faster and cool better. As for your fuel mileage, that is very common for an ACERT. Sounds like a typical ACERT to me.
What should I do if my cat cooling fan is not working?
That should be the red one near or at the compressor. Try to unplug it and see if the fan stays released. The coolant temp sensor that is read by the ecm to control the fan also sends the data to your coolant temp gauge. If the gauge is reading normal the sensor and wiring should be fine. (The insulation needs to be fixed for sure!)

Problem now is, no matter what filter i put on there, it is too restrictive, and so it is aerating the fuel and creating a vacuum on the engine (exit) side of the filter base. This is all theory, mind you, based on my own work. If this isn’t it, then I must have some restriction elswhere on the pressure side.
