How do I start the tillers quest?
The Tillers quest line starts when you visit Farmer Yoon in Halfhill. When you approach him you will immediatly see the sorry state of Sunsong Ranch. Yoon’s Grandpa has left him the farm, and as Yoon isn’t much of a farmer he’ll need your help to get things started.
How do you unlock a tiller?

He is located in Sunsong Ranch, which is located in Halfhill in the Valley of the Four Winds. He gives you A Helping Hand, which is the introductory quest to The Tillers faction.

Farmer Fung is located at either (48.2, 33.8) on a haystack, or at Halfhill. When you are level 90, if you have Wildfowl Roast x5 in your pack he will offer you a daily to turn those in to him for rep.

The easiest way is to give each NPC 5 of their favorite food each day. Completing these meal quests will grant 1,800 friendship. A harder way to gain reputation is to give friends specific gifts. These are found in piles of Dark Soil to the north of Halfhill which unfortunately cannot be tracked on the minimap.
