What causes low fuel pressure on a Chevy Silverado?

Took the chevy dealer and they causing the low fuel pressure. 50 psi. I bought the truck home and change the pump. Still no luck 50 psi at the rail. Changed the filter. No luck. 54 psi at the rail. Changed the fuel regulator. 52 psi at rail.
