When you don’t have 0-4v voltage on thin green (sometimes thin white) wire on the fan plug, probably you have problem with control panel (slider). Replace Zener diode. you need 7,5V diode. For example BZX85C7V5 or BZX55C7V5. I think original is bigger one.
