As you can see the EGR cooler from this Navistar DT MaxxForce engine is massive and it weighs I’m guessing around 50 pounds. Why is it so large? Take a screwdriver and pry linkage outward towards the frame rail. Then release it and the linkage should go back on its own freely and bottom out and bounce once . oh yes, with ignition on then I turn it off the linkage only clicks ones but I have not tried it with a screwdriver,
