What should I do if my engine RPM does not change?
While watching the tachometer, have a crewmate open an exterior door and an engine compartment hatch. If the rpm increases, then the ventilation into the engine room is inadequate. If the rpm does not change, you might have a problem in the air filter and you will need to inspect its condition.

yep..I’d try changing the fuel/water seperator filter first. And since your level was so low, it might have sucked water and debris off the bottom of the tank. Agree with Jerry that you should remove the fuel filter/water separator first. Check it and see what’s in it.
