If the circuit between pins 9 and 69 have no continuity,then the TCM has been damaged/shorted from some sort of external source shorting to the heatsink of the TCM. 1. Inspect for the source that shorted the TCM heatsink. 2. Eliminate or repair the source or condition that caused the damage.

Why does my Chevy C5500 series engine not start?
Not a MD truck but a late model Duramax had the same problem. Could bump the starter at the starter but not work the key. Had it towed to the dealer and they found a fuse under the fuse block in the engine compartment. Had to lift out the main fuse block to get to this hidden fuse. Not a normal location and totally not visible.
Can a 2006 Chevy C5500 start without a key?
I have a 2006 Chevy C5500 with the duramax. Its a bus and I am going to turn it into a dump truck….hopefully. My issue as i said is no crank no start from the key. I was able to get it started by turning the key on and crossing a screwdriver over the terminals on the starter but I am not able to start it with the key.

How can I jump start my Chevy C5500?
1. Battery positive wires to touch the heatsink of the TCM [e.g.When jump starting vehicle] 2. Positive battery power chassis harness wire to pin 10 and pin 70 of the TCM to be wired without fuse protection of 10-15 amps. 3. Physical contact between heatsink and vehicle chassis or other ground circuit points.
