When to replace starter on 2013 Honda Accord?

Starter continuously doesn’t engage and start the car. Several times pushing the start button for it to work. There is a service campaign about this issue but Honda will not recall the part and pay for any of this. Very frustrating as my quote is in the range of $500 to $1000 dollars.
