If there is a signal with the lights off, then there is a problem on the vehicle side. Check to make sure that the brown wire is properly connected to the running light wire at the rear of the vehicle and that the white ground wire is attached to a bare metal surface that is free of dirt and corrosion.

It sounds as though there is a short or something is mis-wired. Using a circuit tester, like the Quickee # 3808, check the connection points in the vehicle side connector, to see if there is constant power on the running light circuit (brown wire on the 4-Way) when the vehicle and lights are turned off.

If so, try this: Turn the lights off before shutting off the ignition. If your lamps are staying on permanently after: 1) ignition shut-off, and then 2) light switch shut off, suspect something in the headlamp-off-delay feature. (This assumes that your vehicle is equipped with this feature.)

Think about a car…. red running lights in the rear, turns can be amber or red. The kits change bulbs also, to double element, which provides ‘run’ and brake function, and is required to be RED. Running lights at rear should be RED. It might in fact be the law ( I have heard this ). Just my 2 cents, trying to help, that’s all.
