Seems the logical answer is a short after the brake switch, but before the flasher switch/relay. Bc if it was after that point, say the rear of the truck, power being applied to the brake and consequently into the blinker wire would not cause a “blink” or “flash” but just a constant power such as the running light.

turn on your turn signal on the side you having the prob with, look at your rear turn signal, these guys are correct, when the signal/clicking noise does double duty it usually means a bulb is burnt out.. on that side..
