If not, then you know it’s not the headlight bulbs. Then work your way back towards the relay. It could just be a loose or corroded connector somewhere between the relay and the headlights. I think there are separate fuses for both left and right, so two bad fuses seem unlikely. But it is easy to remove and double check the fuses.
