In order to send classmates on dates, you will need to own the Isle of Love building, which can be found in the Store under the “Buildings” tab for 1,000 coins. It is unlocked during Level 4, after you complete the quest, The Party Girl.

The male Paparazzi can be purchased in the Store for 815 diamonds, while the female Paparazzi costs 425 diamonds. This simply indicates that the male Paparazzi is the rarer classmate because he costs more.
